First of all, I, acting as the Deputy Chairman (President Director) represent Maluku Governor as the Management Board of Integrated Economic Development Region (KAPET) Seram Mr. Karel Albert Ralahalu and all lines of Directors (Planning, Business Development, General Administration and Finance) and staff of BP. KAPET Seram praises God, the AI Mighty on His Grace and Will of this prospectus project that can be prepared. Arrangement of this prospectus project is definitely through a long process phase, for instance it is made by the commencement of basic data collection activities both secondary and primary, assumption values and analysis on technical feasibility, economy and potential outcome and produced impact. To that end, in the proposal arrangement phase for each prospectus project is completely indispensable for more detailed primary data and this, of course, requires cost support both from APBN (National Revenues and Expenditures Budget) and APBD (Regional Revenues and Expenditures Budget). For the last two years, funding is only acquired from the source of APBN with the limited value, namely around Rp. 400 million per year. Of the said fund that it is only able to implement one to two packages of Pre Feasibility Study. Therefore, APBD Fund support is needed to improve the participation of BP. KAPET Seram as a facilitator in drawing investor. In addition, in order to implement the same, the investors are necessary to furnish with the integrated feasibility study conforming to the need. However, all are not able to satisfy by the financing, even only made by spirit and responsibility in the phase of this accomplishment. This prospectus project is intended to serve as the promotion material not only showing raw potential data, but also directing in the form of project package that can be proposed to Central Government or offered/sold to investor or donor countries that can help development of KAPET Seram. In addition, by the preparation of a number of prospectus projects already analyzed have the economic feasibility, then development of various infrastructures and facilities at site being the project target at each cluster of KAPET Seram can be gradually prepared. Since BP. KAPET Seram was formed in 2001, the available promotion materials are only in the form of potential data. It is expected that by the arrangement of project prospectus in the first phase, not only being promotion material fulfilling the investor need, but also being spirit accelerator for all staffs of BP.KAPET Seram to produce other significant packages to develop area economy and improve the social prosperity. Last but not least, on this occasion, all management and staff of BP. KAPET Seram appreciate to all parties, both directly and indirectly assisting to finish and publish this project prospectus. May this be reliable materials and interested by investor or assisted by central government or donor country.
